PeopleSoft 8.9 HCM Implementation and DFAS Interface Leads to Federal Gold Star

The Client

Government Agency

This project was to create integrated Human Resources, Benefits, Payroll, and Time and Labor Management System for a Federal agency. Additionally, our client was transferring its payroll function to the Defense Finance Accounting Service (DFAS). They also wanted to address a cross-agency effort to address redundant HR systems and processes across the Federal Government. The goal was to put into place a modern, cost effective, standardized, and interoperable Human Resource system that supports the strategic management of human capital.

The Technology

PeopleSoft Version 8.9

  • HRMS
  • Time & Labor

The Challenge

TSGi’s Prime Integrator Partner needed assistance with multiple aspects of the implementation, including the maintenance and enhancement of the system. This was a huge undertaking and they needed reliable subcontractors to provide the right talent to the project.

The Solution

TSGi was brought on to support the PeopleSoft Payroll to DFAS conversion and provide production support on core PeopleSoft HCM modules. We were also needed to support the federal interfaces mandated by the Office of Personnel Management, gearing up for an 8.9 upgrade, delivering an 8i to 10g Oracle upgrade, and automating Federal HR processes.

The project team also updated the standard reports to reflect the revised payroll interface data. In addition to system design, development, and implementation, the team provided these Operation and Maintenance services: Database Administration, Infrastructure Support, Report Production and Management, as well as Problem Resolution and Help Desk, System Customization.

The Success

The system now automates many of the administrative tasks that previously occupied a great deal of time, allowing HR staff to focus on core business functions. By streamlining the majority of administrative tasks, HR managers can now focus on strategic activities such as recruitment, workforce planning and competency management to align employee skills with organizational objectives. The automated tasks the system performs, such as personnel action processing, benefits administration and position control, help to fill performance gaps by allowing staff to perform routine HR processes in a more efficient and timely manner. They are able to access the information immediately and generate reports to assist management with making informed decisions. The application also streamlines the routine activities and brings consistency and clarity to HR processes and procedures. As a result, the client was recognized with a “Federal Gold Star” for outstanding performance.

The Success

“When I called The Squires Group, my project was running late and several deliverables were endangered of not being delivered to several federal agencies. I didn’t have a lot of hope that one consulting organization would be able to provide me with the difficult job requirements that would be hard to fill. Within four business days, The Squires Group provided me with nine highly skilled consultants that had the exact functional and technical skill set that I needed. Without these top-notch consultants, we would not have been successful transitioning the Payroll system to DFAS.”
