The Client

This program was created to manage enterprise-wide systems initiatives to achieve improved financial and business efficiencies, integrated budget and performance, and expanded electronic government using Oracle. It was a collaborative departmental effort to define and provide a modern, integrated corporate business system for a government agency. The project portfolio is comprised of the following: Accounting and Reporting System, Data Warehousing, Procurement, Human Resource, and E-Travel System.

The Challenge

TSGi’s Prime Integrator Partner needed assistance with multiple aspects of the Oracle implementation including the Data Warehousing, Account and Reporting System, Procurement System, and Portal.

The Solution

TSGi supported the various areas of the project including the new Oracle financials management system for linking budget formulation, budget execution, financial accounting, financial reporting, cost accounting, and performance measurement. The Squires team provided production support for year-end close and prior year adjustments in Oracle Federal Financials. They also performed analysis and validation of proprietary and budgetary accounting transactions in General Ledger, Accounts Payable, Purchasing, and Accounts Receivable modules.

We also supported the Data Warehousing piece of the project by creating an enterprise system integrating financial, budgetary, procurement, personnel and program information. It is a central data warehouse that links common data elements from each of the agency’s corporate business systems. The source data resides in a variety of applications and the challenge was to extract, transform, and load source data to the target data warehouse in a performing and manageable manner. The Squires team used a Metadata Driven ETL development and deployment full-life cycle approach using the Oracle Warehouse Builder (OWB) tool.

The Procurement system was a key aspect of the project and was needed to improve the efficiency and effectiveness of awarding and administering acquisition and financial assistance instruments, improve the ability of all program offices to perform agency missions, and utilize existing enterprise financial management functionality to accomplish an integrated solution. Our team managed the deployment of the organization wide procurement system across multiple sites. The Portal system was created to provide access to agency applications, including personalized dashboards, messaging (thresholds/alerts), discussion boards, collaboration capabilities, news, and reporting for the staff. The TSGi team developed and maintained an architectural blueprint and architecture artifacts to help expand the client’s Portal to an Enterprise Portal. They also supported the Oracle Portal based/Oracle WebCenter/Oracle Beehive/Oracle Business Intelligence environment.

The Success

The system has implemented initiatives to address Financial Performance, Budget and Performance Integration, and E-Government. They have also consolidated technology initiatives under one umbrella allowing them to manage projects as a portfolio with visibility and understanding of interrelationships, costs/benefits, and dependencies; ensure common goals and objectives are identified and followed; eliminate redundant systems and data; and provide for more efficient use of finite human resources.

The system has also aligned initiatives with the CIO’s Enterprise Architecture; created consistent standards, utilized a common architecture to reduce overall cost; replaced multiple, outdated systems; and established strong, consistent standards for cyber-security.
