SeaPort-e

SeaPort-e is the Navy’s electronic platform for acquiring support services in twenty-two functional areas including Engineering, Financial Management, and Program Management. The Navy Systems Commands (NAVSEA, NAVAIR, SPAWAR, NAVFAC, and NAVSUP), the Office of Naval Research, and the United States Marine Corps compete their service requirements amongst SeaPort-e IDIQ multiple award contract holders. The SeaPort-e portal provides a standardized, efficient means of soliciting offers from amongst the diverse population of large and small businesses and their approved team members. All task orders are competitively solicited, awarded and managed using the SeaPort-e platform.

TSGi supported the design, development, implementation, and sustainment of the Joint Org Server (JOS) within MASD. Under prior contracts, TSGi has:

  • Assisted the Government team in defining the technical operating environment for the Data Initiative.
  • Constructed the Joint Organization Server database using Oracle
  • Developed the Extract, Transformation, Load routines to extract data from the eJMAPS and load into the Joint Org Server
  • Transitioned from a current authorization repository with the capability to maintain six years of historical data, as well as six years of future data
  • Our current tasking involves the maintenance and enhancement of the following six major components. In addition, we are supporting the DoD “Next Steps” initiative to migrate DoD systems to use the organization server data as the authoritative source of organization and authorization information.
  • Personnel Authorization Documentation: TSGi is providing the capability to consume, document, and update force structure data as authorized by Congress in accordance with DoD’s Net Centric Data Strategy.
  • Topic Development: TSGi is participating in the GFM DI Org Server Developers Forum (OSDF) to propose and develop GFM DI Topics in support of messaging services.
  • Message Service Implementation: TSGi has implemented topics through web enabled services in the unclassified and classified domains in accordance with DoD Net Centric Data Strategy, and Net Centric Enterprise Services (NCES) core services.
  • GFM DI Topic Consumption: TSGi has developed the capability for the Joint Org Server to incorporate the JUM capability based upon GFM DI Topics for which component Org Servers are the Authoritative Data Source (ADS).
  • Automated Data Compilation and Security Marking Demonstration Software: TSGi has developed prototype code demonstrating the capability to combine individual tagged data elements and machine mark the combined unclassified elements at a higher classified level (as appropriate).
  • Role and Attribute Based Data Access Control: TSGi has developed prototype code demonstrating the capability to limit access of appropriately tagged data by the individual’s role position and attributes associated with that role position.

Functional Area 3.10: Configuration Management (CM) Support

TSGi is the major subcontractor on an implementation of PeopleSoft Financials. We currently provide a team of 25 exceptionally qualified PeopleSoft skilled personnel with TS/SCI clearances. This team is performing in these areas:

  • PeopleSoft Implementation: Conduct requirements analysis, fit-gap analysis, configuration of the base product, customization of the base product, and development of “bolt-on” applications.
  • PeopleSoft Maintenance: Update of implemented modules based on emerging requirements.
  • System Administration: Maintain, configure, and ensure the integrity of PeopleSoft ERP software through product/tool upgrades, configuration monitoring, server management
  • Database Administration: Install, configure and patch PeopleSoft instances (within PeopleSoft all code is in the database), provide PeopleSoft administration to the project
  • Testing: Record automated and manual test scripts to ensure system configuration, interfaces, and enhancements generate correct financial accounting entries
  • Help Desk: Provide customer service to the over 5,000 system users via phone, incoming emails, and Jabber instant messaging for hearing impaired users

 

Functional Area 3.16: Information System (IS) Development, Information Assurance (IA), and Information Technology (IT) Support

The program is part of an overall effort by the Transportation Security Administration (TSA) to share critical business and mission-related information with key audiences including: federal, state, and local law enforcement, foreign partners, intelligence, defense, homeland security and the private sector. It encompasses the full range of application development services and infrastructure support including: the use of various approaches for application development, testing, design and support of non-production environments, application development, organizational consulting and related business process reengineering, release management, and related program management.

 

Specifically, our team provides support in the areas of information system software analysis, requirements definition, design, development, test, modification, installation, implementation, and documentation. We also develop web-site structure, implement and maintain web sites.

 

TSGi provides experienced professionals that are able to understand new requirements and issues, test different components, and develop and execute test cases. By running through the functional requirements, our consultants were able to build Extract, Transformation, and Load (ETL) processes to load data warehouses and support Business Intelligence development. Our development team applies expertise in IBM Rational Tools, XML, SQL, Informatica, Oracle and DB2 Databases, AIX, and Java. Their abilities allow them to report on travel security gateways through Data Warehousing and Business Intelligence, and to thoroughly understand, synthesize, and act on the underlying information in the source systems.

Functional Area 3.18: Training Support

The iManage Program was created to manage enterprise-wide systems initiatives to achieve improved financial and business efficiencies, integrated budget and performance, and expanded electronic government. Our team performed technical analysis and development of computer software.

The major contributions of our team on this project are:

  • Standard Accounting and Reporting System (STARS): developed Java Stored Procedure/API to send email attachments from PL/SQL programs, which was adopted as a project standard. We also devised a strategy to load data (transactions, dimensions, aggregates) into data marts (i.e. STAR schemas segmented by business processes) to support dynamic data warehouse growth.
  • iManage Data Warehouse (IDW): Deployed a data warehouse and a finance/accounting system to improve the availability and reliability of the department’s financial data. The TSGi team used a Metadata Driven ETL development and deployment full-life cycle approach using the Oracle Warehouse Builder (OWB) tool. OWB has data profiling capabilities that identify data issues.
  • iPortal: Developed and maintained an architectural blueprint and architecture artifacts to help expand the client’s iPortal to an Enterprise Portal and then supported development and deployment of the technical infrastructure
  • Strategic Integrated Procurement Enterprise System (STRIPES): Managed the deployment of DOE’s organization wide procurement system across multiple sites through the development of a project plan, which incorporated the activities of all project team members including development, functional, change management, testing, and training teams.
